Brazilian senator Flávio Bolsonaro has reportedly arrived in the United States after failing to surrender his passports under a Supreme Court order connected to a betting-related money-laundering investigation. Bitcoin.com News reported that the defeated presidential candidate traveled through Argentina and Ecuador before reaching Miami, citing migration information and Brazilian media reports.

Supreme Court Justice Alexandre de Moraes ordered Bolsonaro on Oct. 26 to surrender his travel documents within 24 hours and prohibited him from leaving Brazil. Federal Police subsequently canceled his passports after he failed to comply, state news agency Agência Brasil reported. The agency’s Oct. 27 account said there was then no formal record of his departure.

The investigation concerns suspected money laundering and currency evasion involving Bolsonaro and lawyer Willer Tomaz. According to CNN Brasil, police suspect the senator held an economic interest alongside Tomaz in companies, particularly Alcazar Holding, where investigators allege Bolsonaro was listed as a master user on a bank account.

CNN Brasil reported that investigators identified R$130 million in suspicious transactions between March and May 2025, describing the amount as incompatible with the senator’s known economic activities. The passport order also prohibited contact with Tomaz. These are investigative allegations, rather than findings of criminal liability.

Bolsonaro and Tomaz deny having a business partnership, according to Bitcoin.com News, while the lawyer’s defense denies that the senator had access to the account. Bolsonaro characterized the restrictions as political persecution and initially said he would remain in Brazil to defend himself. His reported departure puts compliance with the court’s restrictions alongside the underlying financial allegations.

Tomaz’s betting activity has separately drawn scrutiny from Brazil’s Finance Ministry. A technical note dated Oct. 1 identified him as the individual with the largest deposits into fixed-odds betting platforms in 2025, according to industry publication BNLData. His deposits were nearly twice those of the next-largest depositor.

BNLData stressed that approximately R$5 billion in reported betting turnover should not be confused with fresh deposits. That figure includes winnings wagered again, meaning the same funds can be counted repeatedly. The distinction is important because gross betting activity alone does not establish how much new money entered an account or whether its origin was unlawful.

The regulator’s concerns also extend to the betting operator’s monitoring of Tomaz. According to BNLData’s account of the technical note, officials questioned why Blaze’s operator classified him as medium risk despite unusual activity and possible discrepancies between his financial capacity and transaction volumes. Tomaz’s representatives say his funds were lawful, consistent with his income and disclosed to tax authorities.

The case brings together two distinct questions: whether the financial arrangements under investigation concealed unlawful transactions, and whether a betting operator adequately monitored an unusually active customer. Neither high betting turnover nor a regulator’s criticism of compliance controls, on its own, resolves the allegations against Bolsonaro or Tomaz.

The next steps center on the court’s response to Bolsonaro’s failure to surrender his passports and the continuing examination of the financial evidence. Agência Brasil reported that Federal Police would notify Moraes of the noncompliance. The reported overseas journey does not establish how the underlying investigation will be resolved.
