Three people arrested in connection with a fatal arson attack in Waterford city have been released without charge, gardaí confirmed on Saturday. A man in his 50s and two women in their 30s were detained earlier in the week and questioned under Section 50 of the Criminal Justice Act before being freed. A fourth person, a man in his 20s arrested on Thursday, remained in garda custody at the time of the announcement.

The arson attack took place in the early hours of October 13, 2026, at a house in the Birchwood estate in Waterford city. The blaze claimed the lives of Philip English, his wife Kim, and their two sons — Callum, aged 12, and Jayden, aged 9. Two other children, a girl aged 14 and a boy aged 6, were pulled from the burning property and rushed to hospital in a critical condition.

Gardaí said a file will now be prepared for the Director of Public Prosecutions in relation to the three individuals released without charge. The DPP will decide whether further legal proceedings should be taken against them at a later stage.

Two other people have already appeared before the courts in connection with the attack. Jessica Dalton, 31, with an address in Waterford city, and Cian Stacey, 21, who has no fixed abode, appeared before Waterford District Court on Tuesday and were remanded in custody. Both are due to return before the court on November 17 via video-link.

Investigators believe the attack was ordered by a local drugs gang. According to reporting by Irish media, gardaí suspect Philip English was targeted over a €20,000 drug debt owed by an acquaintance — a debt he had no direct involvement in — suggesting the family were caught up in a dispute that was not of their making.

The attack did not come without warning signs. A car belonging to the family was reportedly attacked in August 2023, and a petrol bomb was thrown at the Birchwood house as recently as September 2026 — just weeks before the fatal fire. Social media threats had also been directed at family members, painting a picture of a prolonged campaign of intimidation.

Six people have now been arrested in connection with the investigation in total. Gardaí confirmed the inquiry, which they described as a multiple murder investigation, remains active and ongoing.

The deaths have prompted widespread public grief and outrage across Ireland. Political leaders and community figures called for urgent action on gangland violence, with some pointing to the targeting of an entire family — including young children — as evidence of an escalating disregard for human life among criminal networks.

Ireland's Director of Public Prosecutions will now review the garda file for the three released individuals before determining whether charges should follow. The investigation continues with multiple lines of inquiry still open, and gardaí have not ruled out further arrests.
